Consular legalization of official documents is a procedure that is carried out for the use of documents on the territory of a country that is not a member of the Hague Convention dated 05.10.1961. It should be noted that such large countries as Canada, Brazil, the United Arab Emirates and China (except Macau and Hong Kong) are not members of the Hague Convention. Consular legalization of documents is carried out by the Ministry of Foreign Affairs of Ukraine to confirm the validity of originals of official documents or to confirm the authenticity of signatures of officials authorized to certify signatures on documents, as well as the validity of stamps, seals with which the document is fastened. In this case, the consul confirms only the legality of the document; however, he is not responsible for its content.
Legalization extends to official documents on education (certificates, diplomas, etc.), civil status (documents from the authorities of the Civil Registry Office: birth certificates, marriage certificates, etc.), certificates, insurance, power of attorney, court decisions, and materials on civil, family and criminal cases, documents of legal entities (certificates from the tax inspection, certificates of registration of Private Entrepreneur, certificate of ownership, certificates of registration of a trademark, a certificate of payment of a single tax, etc.).

The procedure for consular legalization of official documents issued or drawn up with the participation of government authorities and local authorities, both in Ukraine and abroad, is established by the Instruction on the procedure for consular legalization of official documents in Ukraine and abroad.

The Department of Consular Service of the Ministry of Foreign Affairs of Ukraine carries out the legalization of documents issued by authorities of Ukraine and intended for submission abroad.
After legalization in the Department of Consular Service, documents must be certified in the diplomatic representation of the country where they will be used.
Foreign documents can be legalized by the Department of the Ministry of Foreign Affairs of Ukraine provided they are certified by the Ministry of Foreign Affairs of the country of origin and the consular establishment of that country on the territory of Ukraine.
Documents on education are legalized by the consular department of the Ministry of Foreign Affairs of Ukraine, on the same grounds as other documents. However, there are a number of peculiarities. In the process of consular legalization of diplomas, they are registered and sealed by the Ministry of Justice of Ukraine.
After the legalization of the document on education with its translation, the document will be valid throughout the country for which this procedure was carried out.
